Kèr Lumsāshu has a yearly average temperature of 25°C (77°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a pleasant 22°C (71°F). Kèr Lumsāshu receives an average of 69 cm/y (27 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr Lumsāshu covers an area of nearly 4 km2 (1 mi2), and an average elevation of 8814 m (-14032 ft) above sea level.
Overview
Kèr Lumsāshu was founded durring the late 14th century in spring of the year 1291, by Bër Gó̄shīy 'Sunshine Buff' Séńó̄ Cú̄shīnḱ Ya̋g Llywellen. The establishment of Kèr Lumsāshu suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Kèr Lumsāshu was built using the conventions of Tauric durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Lumsāshu is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Kèr Lumsāshu is buildings are grouped arround an odd layout of broad paverstone streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Kèr Lumsāshu's cost-cutting-focused defences are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the town as needed.
Right off the bat Kèr Lumsāshu hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. The new wealth has created some worrying attitudes in many passers by, such that it’s clear new laws have recently been enacted and enforced with such extreme scrutiny the locals seem to be going about their day as if by clockwork.
Civic Infrastructure
Kèr Lumsāshu has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Lumsāshu.
Kèr Lumsāshu has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Kèr Lumsāshu has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Lumsāshu has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Lumsāshu's public wards, blessings, and other arcane systems.
Kèr Lumsāshu has a first rate hospital which caters to anyone in need of long term medical care.
Kèr Lumsāshu has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Lumsāshu has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Religious leaders are influential in almost any community, but in Kèr Lumsāshu they make up the final authorities. It may be an explicit theocracy, with rule by the clerics of a particular faith, or a temple might be so important and powerful that the official leaders are helpless to resist its will. The locals can be expected to be loyal adherents to the faith, or else the less pious majority is deeply intimidated by the religion’s believers.
Kèr Lumsāshu's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.
In Kèr Lumsāshu yeast remains dormant.
The Ice Elemental, Small near Kèr Lumsāshu are known to be almost tame, such that they can be put to domestic use.
Kèr Lumsāshu's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves creating small tokens to channel Conjuration energies of tier 2 via mimery.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job. History
In time immemorial, reportedly some time during the early 2nd century several years of heavy rains culminated in a peculiar disaster. A great hole opened up beneath Kèr Lumsāshu, swallowing large sections of the community. Kèr Lumsāshu lost 236 people, 280 livestock, and 60 buildings in the disaster. This disaster is often refereed to as The Terror Swallowing.
